​Meeting Minutes

 
AMERICAN LEGION DEPARTMENT OF MINNESOTA
 EIGHTH DISTRICT CONVENTION
 June 6, 2020
(via Zoom Meeting: online or call in)

 
The meeting was called to order at 6:00 p.m. by District Commander Anne Koskinen.
  It was followed by the opening ceremony prescribed by Ritual. 
 
WELCOME FROM:  Commander Anne Koskinen
 
INTRODUCTION OF GUESTS:  Bob Locker, 8th-10th Dept. Vice Commander
 
ROLL CALL OF POSTS:
5 posts present (We need 10 for a quorum). Motion by Oliver, seconded by Pocrnich to wave the quorum requirements. Passed. 
 
MINUTES OF THE PREVIOUS MEETING:
Motion by Havlick, seconded by Braun to dispense with the reading.  Passed.
 
SPECIAL REPORTS:
Silver Bay:  no COVID-19; have been getting masks; received T-shirts (Vickie Bibeau's project);
new television projection device being installed from Dept. Aux. Pres. Mary Hendrickson
Veterans on the Lake:  2 new golf carts from Dept. Aux. Pres. Mary Hendrickson; are open and accepting reservations
         
COMMITTEE REPORTS:
 
AMERICAN EDUCATION:                          Jennifer Havlick; no report
 
AMERICAN LEGION BASEBALL:                       Tom Coomb; no report
 
AMERICANISM:                                          Larry Pocrnich; Americanism meeting June 26th at Waite Park
 
BLOOD PROGRAM:                                    D. Marvin Hill; There's a poor response to donating blood.
 
BOY SCOUTS:                                               Larry Pocrnich; CANCELLED
 
BOYS STATE:                                               Larry Pocrnich CANCELLED
 
 CHILDREN & YOUTH:                               Carl Hendrickson; 12 posts returned their annual report
 
CONSERVATION /ENERGY:                     Carl Hendrickson; no report
 
EMPLOYMENT:                                           D. Marvin Hill; employment down on the Iron Range
 
LAW AND ORDER:                                      Larry Pocrnich; no report                     
 
LEGIONVILLE AND SCHOOL PATROL:  Carl Hendrickson; There's a new camp manager; All events                canceled until September 1.  
  
LEGISLATIVE:  Wilson Spence III; no report
NATIONAL SECURITY/FOREIGN RELATIONS:  Donovan Goblirsch; no report
ORATORICAL:  Jennifer Havlick stated we had a candidate from the district from Deer River.  Larry Pocrnich will get her name so Ken Oliver can send her a check for participating. 
 
PUBLIC RELATIONS:  Jennifer Havlick; no report
 
REHABILITATION:  Wilson Spence III; no report  
 
RESOLUTIONS:  Marv Ott reported the resolution presented by Ely Post 248 which addressed the way the state authorized permits for motorized vehicles for handicapped veterans on Moose Lake near Ely, MN
.
SONS OF THE AMERICAN LEGION:  Paul Malzac; no report
 
POST DEVELOPMENT:  D. Marvin Hill; no report
 
OFFICER REPORTS:
 
Finance Officer:  Ken Oliver gave his report.  Motion by Havlick, seconded by Koskinen to accept the Finance report as given.  Passed.
 
Judge Advocate:  Wilson Spence III; no report
 
Historian:  Jennifer Havlick; no report
 
Sgt.-At-Arms:  Jennifer Havlick; no report
 
Chaplain:  Bruce Braun; no report
 
Membership Director:  Jennifer Havlick stated membership is down.
 
VICE COMMANDERS:
     Border Area:  Larry Pocrnich; have been calling Post Adjutants mainly on membership.
     Mesabi-Itasca Area:  Marv Ott; no report
     Mesabi-Vermilion Area:  D. Marvin Hill; no report
     Lumberjack Area:  Carl Hendrickson; little contact because posts are closed
 
Adjutant:  Carl Hendrickson thanked everyone for attending. 
 
UNFINISHED BUSINESS: none
    
NEW BUSINESS:   Motion by Havlick; seconded by Pocrnich to send Don Claveau, Bruce Braun and Anne Koskinen to Legion College October 16, 17, 18 ($150.00 each). passed
GOOD OF THE LEGION:
       Commander Koskinen set June 27th at 10:00 a.m. at West Duluth 71 to review the bylaws.
CLOSING CEREMONY: 
          Chaplain Braun offered a closing prayer; colors were retired.  Motion by Havlick, seconded by Pocrnich to adjourn the meeting.  passed.
